                वाराणसी में निर्माणाधीन श्री काशी विश्वनाथ कॉरिडोर परिसर में बीते मंगलवार को हुए हादसे की जांच रिपोर्ट सामने आ गई है। जांच कमेटी ने सीधे तौर पर किसी अधिकारी व कर्मचारी को जिम्मेदार नहीं ठहराया है। पीडब्ल्यूडी की जांच रिपोर्ट में हर स्तर पर लापरवाही सामने आई है। ऐसे में किसी अधिकारी व कर्मचारी की जवाबदेही तय नहीं करने से भी सवाल खड़े होते हैं।
पीडब्लयूडी की जांच कमेटी ने मौके पर देखा कि बैरिकेडिंग अधूरी थी या रखरखाव पर ध्यान न देने से टूट गई थी। ध्वस्तीकरण वाली साइट पर नियमानुसार रिबन भी लगाए जाने चाहिए, जो नहीं थे। ऐसे स्थानों पर प्रकाश की व्यवस्था भी ठीक होनी चाहिए। जहां घटना हुई, वहां काम नहीं चल रहा था। इसलिए किसी अधिकारी या कर्मचारी को सीधे जवाबदेह नहीं बनाया गया है।
यह जरूर कहा गया है कि श्रमिकों के विश्राम के लिए बेनियाबाग में जगह दी गई है, उन्हें वहीं ठहरने की व्यवस्था सुनिश्चित की जानी चाहिए। कॉरिडोर के लिए जमीन खरीदने और ध्वस्तीकरण का कार्य श्री काशी विश्वनाथ विकास बोर्ड करा रहा है। एक जून को भोर में कॉरिडोर परिसर स्थित गोयनका छात्रावास का जर्जर भवन ढह गया था। इससे उसमें सोए पश्चिमी बंगाल के दो मजदूरों की दबकर मौत हो गई थी।

# जांच रिपोर्ट की मुख्य बातें..

– काशी विश्वनाथ धाम के भवन हैं 150 साल पुराने
– मकानों के ध्वस्त किए जाने और भारी मशीनों के इस्तेमाल से हिल चुकी है मकानों की नींव
– एक-दूसरे से सटे होने के कारण दीवारें व छतें रुकी रहती हैं। ध्वस्तीकरण से आसपास के मकान जर्जर हो चुके हैं। 
– जर्जर छज्जे के नीचे मजदूर सो रहे थे। मजदूरों को वहां सोने से रोका जाना चाहिए था।
– निर्माण स्थल पर बिना बैरिकेडिंग के हो रहा था काम
–प्रकाश का नहीं था समुचित इंतजाम

# सुझाव 

– निर्माण के दौरान सुरक्षा के सभी मानकों का रखा जाए ध्यान
– प्रकाश का समुचित इंतजाम किया जाए 
– श्रमिकों के लिए निर्धारित स्थान पर ही विश्राम करने का सुझाव 

# बड़ी मशीनों के इस्तेमाल से हिली मकानों की नींव

काशी विश्वनाथ धाम परिक्षेत्र के आसपास बनारस के पुराने मोहल्ले बसे हुए हैं। यहां पर मकान भी काफी पुराने हैं। काशी विश्वनाथ धाम के निर्माण कार्य के दौरान कार्यदायी एजेंसी की ओर से भारी-भरकम मशीनों का कई महीनों से इस्तेमाल किया जा रहा है। इसके कारण पुराने मकानों की नींव हिल चुकी है। शासन की जांच समिति ने भी अपनी रिपोर्ट में इसकी पुष्टि कर दी है।
धाम के आसपास ललिता घाट, धर्मकूप, मीरघाट, नीलकंठ गली, सरस्वती फाटक, कालिका गली, ढुंढिराज और नंदू फरिया लेन में मशीनों की वजह से भवनों को काफी नुकसान पहुंचा है। कई मकान नींव से छत तक चिटक चुके हैं। स्थानीय लोगों का आरोप है कि कॉरिडोर निर्माण के दौरान कार्यदायी एजेंसी की ओर से बड़ी-बड़ी मशीनों के इस्तेमाल से आसपास के दर्जनों मकानों की नींव हिल चुकी है।
दीवारों में दरार पड़ चुकी है। आंगन तक के फर्श फट गए हैं। क्षेत्र के अधिकतर मकान पुराने हैं। कुछ मकानों का तो लंबे समय से मेंटेनेंस ही नहीं हुआ है। कुछ इतनी संकरी गलियों में हैं कि नव निर्माण करना मुश्किल है। स्थानीय लोगों ने बताया कि इस बाबत कई बार अधिकारियों से शिकायत की गई लेकिन सुनवाई नहीं होती है। कुछ लोगों ने मंदिर प्रशासन को अपना मकान देने के लिए अर्जी तैयार कर रखी है।
